Culverts are usually embedded in the ground and surrounded by earth. In essence, culverts are tunnels that are made with PVC plastic, metal pipe, or reinforced concrete. Culverts are needed in order to allow storm water to flow under roads and railroad tracks when there is an excessive amount of rain, and or large amounts of snow melt in a short period of time.

In addition, culverts are used to drain roadside ditches. In other applications, culvers can act as a bridge that provides crossing for vehicles and or pedestrians over bodies of water while still allowing the water to pass through the structure. Culverts can be constructed in a vast variety of shapes and sizes. However, all culverts need to be inspected and cleaned on a regular basis. This is due to the fact that culverts tend to clog no matter how small or large they are. In essence, the storm water collects a great deal of debris as it flows over the ground.

That includes large sticks and branches, leaves, garbage, sand and dirt, and many other items that get stuck inside the culvert pipe. If the culvert is not inspected and cleaned for long periods of time, all of that debris will block the pipe. When that happens, the storm water cannot travel through the culvert and be distributed properly. Instead it will back up out of the culvert and start to flood the surrounding area. If you have a culvert on property that you own or manage then you’re responsible for making sure that it works properly at all times.

That means, if your culvert floods and causes damage to your property, your neighbors property, or any public property including the roads located near your building, you are responsible from both a financial and legal standpoint. The bottom line is that it can cost you tens or even hundreds of thousands of dollars in damages and fines if your culvert floods. The good news is that a simple culvert inspection and cleaning will go a very long way in preventing that from happening.
